Nagant M95 - 7,62x38R ammo identification

I would like to ask if it is possible to identify the type and manufacturer of the following ammunition for the Nagant M95 revolver :

The seller stated that it is a Soviet ammo, made in 1984, but no further detailes are available.
It seems that it is not military ammunition but cartridges for the civilian market, but they are marked differently than the well-known sports "Целевые" ( yellow box ) :

I am pretty sure that is target ammo from Russian State Factory at Yuryusan (Tscheljabinks Region), Russia, Looks like 1984 vintage.
