It's an SCW. I don't know what to tell you. Replacement parts are pretty expensive. You could try to find good deals on parts and restore it once you have everything. I'd guess you'd likely spend $300+ on a stock, hand guard, and barrel bands. Might find some deals at local auctions or estate sales.

Looks like an aiming training device. If it's Russian military, it probably should have the factory marking on it somewhere.

My preference would be Finnish made dog collars if the stock had the regular Russian style slot cut outs. I'd use metal if the rifle already came with the metal sling hangers/swivels or if the rifle had the Finnish made escutcheons (those will only fit the metal hangers).

Looks good to me. I think it was sharpened after import.
