Are these commercial or military/law enforcement weapons or a mix of both?

Saw a nice looking one at the gunshow, but don't know a thing about them. My internet search is leaving me more confused than educated. Plus is was so damn hot at the show I had to get out of there.....

I seem to recall that this one was chambered in 9mm Largo.....
