Is this a reloader?

I work in the construction business and this was under the stairs at a house I was doing an estimate for. The guy that owned the house said he didn't even know what it was and he let me take it home. It has what appears to be some sort of vice with a spring on it. It looks home-made. The power cord is cut, but I can fix that without a problem. I'm really not sure what this is and I haven't cleaned it up yet. It looks like a reloader of some sort, but I could be completely wrong. Anyone know what it is?

I can assure you it is not a reloader. Looks like a home made grinder.

It's definitely not a grinder. The oddly shaped piece behind the spring pushes the spring forward.

That's an odd looking contraption. What made you go the "loader" rout? Not disagreeing, just curious..... That second picture does make me wonder. Have you googled antique reloading equipment? Kinda cool in any case.

I though "loader" because of the way the spring and the big threaded bolt are set up. The oddly-Shaped piece pushes the spring the way that I pushed it with my hand in the picture, obviously with much more force than my hand. Also, there are marks on the press where bullets or some kind of cylindrical object has been put into it. Not to mention that 7.62x54R and 7.62x39 both fit into it perfectly.

Looks like a powered nutcracker, I could use something like that when it comes times to harvest the black walnuts.....

I originally thought the same thing, but the space in-between the press is very large. Although it could possibly be for black walnuts because they're pretty big usually.

Looks like part of a larger machine, saving a good motor when junking a machine is not uncommon. There must be 20 old electric motors down in my barn, some with gizmo's still attached, some not. Even today I still have people saving motors off burner heads, or old washing machines when they scrap them.

Looks like some kind of assembly fixture/tool and die. I assume the motor turns the cam and the press cycles. Shell and bullet would have to be in the up right position for this to work without losing powder. Manually loading as motor runs would be tricky, I think this is for some thing other than ammo reloading. MHO
