I saw one on a table with a few other overpriced military surplus rifles this morning. $2,900.00. What is the going rate?

The base was probably a repro... which means it was probably put back together. Question is was it an ex-PEM that was re-snipered or one of the Finn Capture scopeless rifles that were imported. Depending on which, and if the parts are originals or not, a fair price could be $2,400 - 2,700 in my opinion.
