Damaged crates and/or people ordering single cans would seem the most likely reasons. I would buy the damaged crates explanation but filling single can orders would only add to extra crates being available or very few at that. I also have one of those late war 91/30 ex-snipers that racerguy00 mentioned. It is not a 47' but is a 44' Izhevsk that has a pristine bore. Brightest I have seen. It is accurate. 4 inches high at 100 yards but I believe it was sighted in for much farther distance and with different ammo.
