The arsenals absolutely did use older receivers from theirs or there arsenals sometimes. Not uncommon. Sounds like you have a well used non-matching dragoon that simply had a 91/30 front sight installed. My bet would be on a Spanish import.

1920 is a pretty uncommon date. Lots of turmoil going on during the Russian civil war then. They recycled lots of receivers then so a 1916 receiver on with a 1920 barrel makes perfect sense.

Soviet laminate 91/30 stocks weren't a thing until the 50s. So someone had a sporterized Finn m91 or a barrelled action and stuck in a refurb stock. Finn M91 stocks and handguards are hard to find and are really expensive.
VKT M91 barrels are about 3 inches longer than a 91/30 barrel.

Definitely 1943 date. The rough wartime machining on the barrel and receiver along with the partial/weak stamps are traits of wartime mosins. In 45 they were machined and finished back to the prewar standards. Also the bottom of the 5 in 1945 doesn't come as high as the bottom of the 3 in 1943. Just...

If you can get a good clear picture of the date on the barrel it would help. It appears to be a poorly stamped 1943 date there as opposed to 1945.

The bolt is also force matched. It lacks the serial number prefix. Nearly all refurbs like this are all force matched so that's expected

PU snipers weren't built until 1942 so it's not a legit PU. The serial number has 91/30S in it, classic seems to have put an S behind the 91/30 on rifles that they built into PU snipers before legit PU imports became fairly common.

They were a carryover from the Berdan 2 dragoon and Cossack rifles, probably easier to make and cheaper, maybe more flexible for mounted troops as you can slide the sling from the bottom to the side with the collars? Just guessing though.

Could be what is known as a trials "stable" rifle or something like that. Usually dated around 36, 37, and have a unique front band arrangement. They used to be called Simonov trials rifles. An internet search might give you a better idea if that's what you saw
