A normal Type99 is still in the 300 dollar range. Your stock appears to have been refinished. Some guys don't care but some collectors won't be interested, some will but will consider the value lower.

Here is a great video on what they did with the rifles during their service lives. Quite a bit actually happened to these guns and a lot of it is misunderstood by US collectors.

That stock isn't normal. It's shorter and the front sling slot is too far back. I wouldn't do anything to that gun until you find out more about it. This is some sort of oddball for sure.

The early finger rest guards were a lot longer weren't they?

I also think it's just a repair. I think one of mine has something similar behind the rear tang.

Well duffle cuts were not some sort of standardized military procedure. They cut it where they needed to so it would fit in the bag from what I understand.
